In the near future I do not think so. There is no general consensus that geoengineering is safe, appropriate, or effective. All geoengineering techniques require implementation on a large scale in order to make a significant difference to Earth’s climate. The costs can cover alot of many, more than many institutions have. There is no clear institutional mechanism for handling this research and development process. Many of the techniques do not have the experimental evidence to prove that they will work. Also climate change is a global problem, so even if a technique was proven to work, there is no one institution, company, or government responsible for it.
