If you mean a skyscraper built completely or in part underground, no. If you mean skycrapers under water from flooding, then maybe. I don’t think it is entriely feasable to make large buildings under the ocean, and it would be much more likely that we would have to tear down existing buildings to make taller ones in their place before trying to build in the ocean. We will however, probably see many more underground buildings, as these are a way to reduce heating and cooling costs, and reduce lateral expansion.
