I believe the answer is yes. In fact, California is on its way. Better Place, a company that’s developing electric charging and battery swap technology and infrastructure for many places around the world, is scheduled to roll out to California with commercial availability of electric cars by 2012. The San Francisco Bay area will be first. As you can see below, their plan includes many battery exchange stations. If all goes on as planned and the system proves effective and profitable, it is reasonable to believe that it will spread out.
