do you think that the toll roads in Southern California have significantly reduced traffic on the other freeways?

    No,  not significantly. I think that in fact more people stick to the freeways just because they don’t want to pay tolls.  Look at the 405 heading to Long Beach or the and the OC, or the Valley, or the 10.  The highways are still packed.  If anything is reducing the amount of cars on the road it would probably LA’s increasing mass transit.
