do you think there is a structured enough government system in the countries in Africa to make an environmental difference?

That depends on which country in Africa you mean. Egypt and South Africa both come to mind as countries with more structured governments that influence world politics and could potentially make and environmental difference. In general, coastal countries are more developed, richer, and have more stable governments because they have access to trade and better natural resources. Inland countries tend to be less stable. The Darfur region in Sudan is especially known for its instability.
