I think it is a lot easier to approve a solar farm than a nuclear plant because a nuclear plant carries so much risk to human health and environmental risks. Nuclear plants can’t be placed near major fault lines, unstable geology, near urban development, near sensitive habitats. Nuclear plants require a lot of water readily available for cooling purposes. Solar farms have some negative environmental impacts, but not as severe as those of nuclear plants, so they are easier to approve.
