EPA’s Cap and Trade policy is a program that places a maximum on carbon emissions while being flexible on how companies and organizations can comply. The term might not generally be known to link the concept, but the general public most likely has enough knowledge about federal environmental policy to know that there are carbon emission restrictions and different methods to achieve this while functioning.
I think that those who involve themselves in and make themselves aware of political and environmental issues probably do know about cap and trade. However, these people do not tend to make up the majority of the population so the general public is probably not overly cognizant of cap and trade.
