Not really, at least not directly. The reason manufacturing is mostly done outside the US now is because it is cheaper to do it other, usually 3rd world countries. A large reason it is cheaper is because of cheaper labor. Wages in 3rd world countries such as China or India are significantly lower and this helps to keep the cost of production down. There is also an environmental side to the cost of production as well, however. Regulations in the US mean that producers cannot just pollute wildly anywhere and this makes it more expensive to manufacture in the US. If they move their factories to a 3rd world country with no regulations, then they can pollute all they want. But they don’t move it there because they don’t want to pollute in the US. They move it there because its cheaper for them.
