Of course it can – in a small way. All the possible ethanol and other biomass fuels that could be grown in the US would make a noticeable dent in US oil imports, currently at around 60% of total consumption. All the ethanol and biomass could make enough to account for perhaps 20-25% of total consumption. There would of course be no corn to eat then, but whatever.
