In the US, certainly; there will be all sorts of permits and business regulations you will need to obtain for any commercial operation (from a retail shop to anything else), and especially any commercial mining operation because of environmental laws. The permitting process for mines can take years.
Yes of course. Almost every form of mining requires license except illegal types. It is necessary to regulate gold mining since it involves some actions that are inimical to our environment.
It depends on states, the process and the permits may be different. You will need not just one but many permits to commercially mine gold because of environmental issues associated with it.
