Yes. It’s annoying and induces guilt for not bringing your own bags; that is the whole point of making people pay more for grocery. It is a way to push people toward being more environmentally conscious and REUSING bags. It takes months to hundreds of years for plastic bags to break down, and we use more than 500 billion each year. While a good number of these bags are reused around the house for a while, even more end up as litter beside landfills.
I think that grocery stores should charge for bags separately for bags as opposed to including the price of the bags in the food. This way, people will be discouraged from using disposable bags and those who do bring their own bags are not paying for those who do not.
