Interesting question waylonvazquez793, and I think the answer is no, you don’t have to live in a city.
As far as using something like a subway system for your everyday means of getting around, then yes, you have to live in a densely populated area to have access to such means of transportation. There are other means of transportation that don’t necessarily require you to live in a city however. It doesn’t matter where you live to take things like a plane, bus, or train on long distance trips. These are all means of public transportation.
I think the main question is whether you are talking about public transportation in general, or public transportation as an everyday get to work type thing.

The problem with public transportation, is it’s usually only offered in cities. You don’t have to live in a certain area to use public transportation. If it’s there, anyone can use it.
