It depends on the time of year. Overall, photovoltaic panels are more productive in the summer months. That being said, most photovoltaic systems are designed to either track the sun or capture the most sun during the daylight hours. Most sun hits the earth slightly before and after noon. The first half of the day would likely overall be the best time to harness energy, since daylight can end as early as 4:30 p.m. in the winter.
