Do wind turbines work as good in cold areas as they do in warm areas?

The problem with wind turbines in cold climates is frequent icing events and low temperatures than turbines in warm climates. This can effect the amount of electricity produced. In the attached link, there is a report on a wind turbine especially made for the Arctic. Hope this helps!
