I don’t know if “own”is quite the right word, but in essence yes the air above the country is controlled by the government of the country. This concept is call the country’s “air space.” Some countries have lost this control as result of war or international sanctions, but as a general rule the right to fly over a country is considered the sovereign right of that country.
