Do we need a legally binding climate contract to get anywhere with global warming and climate change?

Yes probably. The issue with global governance is always enforcement. We can reach these agreements, but a nations leader is never going to put his own peoples well-being in jeopardy for the “greater good”.

Consider the UN. The UN consists of powerful nations, making it a potentially very influential organization. However, if one of the big countries on the UN security council decides agianst something, then nothing will get done. Large ocuntries never get the short end of the stick becuase they are the ones who are making the rules.
