Making the bill isn’t all that expensive. Unless you consider the legislator’s time (and the time of their aides and analysts who help with drafting and editing them bill) as money, in fact, it’s virtually free. Implementing the bill after it has passed is an entirely different story. The exact amount of money depends on the version of the bill that is passed, but it will certainly cost billions to ramp up green energy production, energy efficiency, and conservation efforts that an effective climate bill must contain.
