President Obama himself has been at the forefront of promoting and improving energy efficiency. Quite importantly, in October 2009 he signed Executive Order 13514, Federal Leadership in Environmental, Energy, and Economic Performance. This order set efficiency goals for the federal government, which is the nationa’s largest energy consumer. He has also been a strong proponent of energy and climate legislation and has worked with key actors in Congress and businesses to advance efficiency.

President Obama’s energy efficiency efforts are supported by a number of White House staff, most of whom comprise the Council on Environmental Quality (CEQ). The CEQ is led by Chair Nancy Sutley who has a strong background and interest in energy efficiency. The Department of Energy (DOE) also has an Office of Energy Efficiency and Renewable Energy (EERE), dedicated (as its name implies) in large part to promoting energy efficiency practices and policies across the U.S.
