Do we have laws that protect the ocean from trash?

Officially, the Marine Protection, Research, and Sanctuaries Act (also known as Ocean Dumping Act) bans throwing out trash into the ocean from the territory of USA or from outside into US territorial waters, as well as transport of waste for ocean dumping by US agencies or by US vessels. Depending on the location, National Oceanic and Atmospheric Administration or the Environmental Protection Agency are responsible for evaluating the dangers of ocean dumping and reviewing permits.
