Do we control the amount of carbon emissions that come from power plants?

    Not very well. Regulations would fall under the Clean Air Act (in the US) with the EPA as regulator. But they are not doing much; see link. Coal-fired electricity generation is the largest source of carbon emissions in the US.

    There was also a bill introduced in Congress recently that would create tougher regulations for power plant emissions, but with all of the budget craziness, it did not pass.  Several states are set firmly against increasing air emissions regulations, Texas being one of them.
