Do those companies that buy water rights in developing countries do so to help people or to profit off of privatizing a natural resource?

One would like to think so, however the companies that buy water rights almost never offer a fair trade agreement with the local peoples and often profit off of drilling and destroying the land on which the drilling takes place. Since many countries do not have any regulations or means to enforce them, this takes place without any reprecussions.
