Facial tissue, including the Kleenex brand, is technically flushable. However, it is better to dispose of tissue in a regular waste bin, as it takes far less resources and energy to burn or compost tissue in a landfill than it does to process it in a sewage treatment plant. Depending on the capacity of your sewage disposal system, it may also be easier to dispose of tissue in a waste bin rather than having your toilet or septic system have to deal with it.
Kleenex does sell a flushable product that is septic system friendly, however it seems that they only come in “moist wipes” variety – not your standard facial tissue.
