Some supermarkets in the US do charge for plastic bags, although it’s more common in Europe. However, more and more supermarkets are starting to charge for plastic bags, so it’s best to bring your own bag when you buy groceries.

It depends on the area, really. Areas like Washington, D.C. and Oregon have passed legislature that places taxes on plastic bags. California, Virginia, and Maryland have attempted to ban the plastics altogether, but as of now have been unsuccessful. Smaller areas and cities in California–like San Francisco and San Jose–have taken matters into their own hands, however, and have effectively gotten rid of the bags.
