Do states keep track of how many miles are driven by their residents every year?

    No, states do not have an official system to keep track of how much its residents drive.  However, I do know that different cities have distinct differences in how much they drive.  Cities like New York, Chicago, and San Francisco, mass transit systems and culture make them drive a lot less than the average city.  However, in other cities like Los Angeles, driving EVERYWHERE is part of the culture.  So the amount of driving does differ among areas.
