Do smokestack scrubbers pollute the water?

    Smokestack scrubbers are used to trap pollutants such as carbod dioxide and sulfur dioxide from going into the air.  The sludge is sometimes disposed of in water, transferring the pollutions from one location to another.  Since there are no federal regulations on water pollution, power plants sometimes end up taking advantage of this situation.
