Do smoke stacks currently have any carbon capture or pollutant-cleaning mechanisms built into them?

Yes, most industrial smoke stacks are required to have filters which take out a large percentage (about 90%) of CO2 and particulate. Even with these measures there is still large amount of both (among with other potentially hazardous chemicals) which are expelled into the atmosphere.
