Fish do rest or sleep for periods of time during the night or day. Usually they will find a current and something to lay on so that the water will pass over their gills and provide them the oxygen that they need. Others must keep moving to push the water through their gills and be able to breathe, such as most sharks. Either way it is not sleep in the same way as we know it.
