Do sea birds eat the plastic in the pacific garbage patch?

Yes. Many seabird mistake the plastic bits for food. The plastic sits undigestible in their stomach and they starve to death because they are unable to ingest real food. The garbage patch also contains many discarded fish nets that can entangle and drown the birds feeding in the area.
