No. The Pacific tectonic plate and the North American tectonic plate are separated by the San Andreas fault, but the Pacific plate is actually moving north into the rest of California, not southwest away from it.
This will never happen. Most of the motion between the Pacific and North American plates are horizontal, so CA will never fall into the ocean. However, LA is slowly moving toward San Francisco as a result.
