They can, but it requires more work than simply planting a scarecrow in the field. There is a study that shows that crows recognize faces. This means that if you make a scarecrow with, say, a mask, and use it to scare the birds over a period of time, then they’ll learn to grow more weary of it. The crows may grow habituated to the scarecrow over time, though, so be sure to have it move around or make noise to ensure that crows stay away.
