Do refrigerators use more energy than freezers?

All other factors being equal, no they don’t.  Freezers use the same process to cool the compartment, but just use more energy and cool it to a lower temperature.

Comparing the smaller freezer compartment to the entire fridge would depend on several other factors, such as size, insulation, compressor/heat transfer efficiency, etc.
