The traditional ATV quad used to not have emission controls and was therefore polluting unregulated, but as of the 2006 models, the EPA now regulates ATV engines (see 1st link below for regulatory announcement). Eco-quads, however, have zero-emissions (2nd link below). The electricity you recharge it with could be from a coal-burning plant (dirtiest), but even if it is, electric vehicles still save more carbon emissions than gasoline-fueled ones. There are some quads that can run on biofuels as well.
