They can if they are part of a tidal stream system. Tidal turbines are like small wind turbines, just underwater. When the tide comes in, the turbine turns in one direction. When the tide goes out, it turns in the opposite direction. Axial turbines (as opposed to vertical and horizontal axis crossflow turbines and oscillating devices) are the type that have the most prototypes in service now out of all types of tidal stream generators.
