Polar bears DO need snow to survive, but mostly because they get their food from other animals who live in frigid environments, primarily the ringed and bearded seals. They can survive in other places (like zoos) so long as they have an adequate food supply. They naturally range as far south as James Bay in Canada, so they do live all over Northern Canada.
Polar bears need ICE more than snow. They hunt seals which climb out of the water onto the sea ice where the bears can capture them.
