Yes. Polar bears need the ice to travel and to hunt. The range of the polar bear is determined by the extent of ice formation in a given year. The ice provides a platform for the bears to hunt seals from. Walruses, on the other hand, while very often found near the ice are not dependent on it for travel or for a source of food.
