Primarily, yes, the incentive to sell alligator hides is the driving force behind most illegal alligator hunting. However, many licenced alligator hunters also make a living selling hides. (The television show Swamp People comes to mind.) Hunting seasons and regulations are not federally enforced, and thus vary on a state-by-state basis. So what is considered illegal in one state may be permitted with a license in another.
It should also be noted that alligator meat is also an exotic meat which generally reaches a high price, for poachers and hunters alike.
