Do the plates move more in the ocean or on land?

    While oceanic crust and continental crust are different, both can be part of the same plate. So the North American Plate includes both continental North America, as well as the west half of the North Atlantic Ocean. So it isn’t really a fair comparison.

    Also, all plate velocities are relative – so the North American Plate may be moving at one speed relative to the Pacific Plate, another speed relative to the Eurasian Plate, and yet another with respect to the Caribbean Plate.

    So the answer to your question is no, because plates are not purely oceanic or continental.
