Of course the United States is not the only country that understands the problems of air pollution, and it depends what countries you are talking about (there are kind of a lot..). The United States is actually one of the main contributors to air pollution despite the knowledge we have on it.
Many developing countries do not have air quality standards because they are too economically disadvantaged to not make industrial growth their priority (which takes a toll on the environment).
Yes, in fact there have been summits centered on climate change but encompassing air pollution since that is one of the prime major culprits. Around 100 world leaders attended the 2009 summit. Countries are coming together to discuss the growing climate change concern, hoping to find solutions and make changes worldwide.
