Yes. Oil is made of hydrocarbons and some oil has lighter hydrocarbons than other meaning that particles can get in the air as scientists discovered after the BP oil spill. Once these oil slicks hit the water the particles evaporate into the air, polluting it. Eventually the compounds evaporate but they then become rain-coming back down into the ocean or the earth to pollute those environments again.
