Do new houses have to have efficient water fixtures installed in them?

    All new toilets installed must be low-flow of 1.6 gallons/flush, whether in a new home or not.  The maximum for faucets is 2.5 gallons/minute at 80psi or 2.2 gallons/minute at 60psi, according to the Federal Energy Policy Act of 1992.
    Efficiency standards for other fixtures like showerheads and urinals all vary from state to state and even sometimes by locality.  Besides the toilet and faucet, there are no national standards and it is the standard of the locality or state that determines the requirement for every new fixture.
