Standards for water fixtures have changed throughout the years, and yes, fixtures are more efficient now than in years past. For example until the early 1990’s, toilets used approximately 3 gallons of water per flush and today’s toilets are 1.6 gallons per flush. However, even the 1.6 gpf toilets are not low-flow. There are much more efficient models that are not yet standardized.
