Do new fault lines develop as the plates shift?

Yes. Fault lines develop over time as the plates shift. When plates shift, they cause stress on other plates, and this stress is released by creating fault lines. Think of really old rubber. If you apply stress to it by stretching it or compressing it, you will see cracks form. Likewise, the earth’s crust gets new cracks in it when it is under stress.
