The mosquito life cycle is Egg-Larva-Pupa-Adult. The larva which live in the water and come to the surface to breath do not have wings. They shed their skin 4 times and then turn into pupa. The pupa stage is a resting non-feeding stage and this is when the wings form as the mosquito turns into an adult. It takes about 2 days to develop and when development is complete, the pupal skin splits and the mosquito emerges as an adult.
