The events in the Winter Olympics minimize the amount of people that can actually attend the events. Many of the outside sports require large parts of mountains to be used, but with little room for attendance. Hockey, figure skating and other indoor sports have the potential for big crowds, but summer games just have more stadium based events that allow for overall larger crowds to attend. Also more people statistically travel to warmer climates than to cold ones.
Far more people and countries take part in the summer games simply because more countries have the climates of summer activites. The winter games are dominated by North America, Scandinavia, and countries such as Germany and Austria which are near the Alps. The Summer games are far more wide open, and require less weather and equipment.
