This year, Newt Gingich proposed a plan to abolish the Environmental Protection Agency and replace it with a new executive sub-agency aimed at establishing incentives for innovation rather than increase regulatory policy.

According to a survey conducted by the National Resources Defense Council, 25% of Americans supported the plan to abolish the EPA (the survey did not ask about being replaced by another agency).  Furthermore, 63% of Americans felt the EPA needed to impose more stringent regulations which hold polluters more accountable.
