Do low-flow shower heads deliver less water pressure?

Not necessarily. In fact, they may be creating more pressure within the pipes. Water pressure is determined by the amount of water trying to get through the shower valves. If the valves are smaller, as they often are in low flow shower heads, the pressure behind the head will be greater. If it is a good low-flow shower head (they are sometimes expensive) it will release water with significant enough force so that you have a pleasant showering experience.
