According to the website below, the Bureau of Land Management recommends cleaning pine nuts before eating. Dry first, then shake, then clean. Using a wire mesh helps separate the broken parts of the cones from the pine nuts. I would also guess that some of the sap from the cones would be remain the seeds and could trap particles from the air. While you probably can eat them without washing (squirrels do it all the time), washing can only help, it seems.
