That depends on a lot of things. All businesses require a license to run. However, the laws and requirements may vary depending on where you live. Certain states, counties, or cities may have more stringent laws than the federal requirements. I would recommend taking this question to your local city hall to find out if you need a licence. More importantly, you should check the zoning code to see if you are allowed to keep birds at all on the land that you intend to use. For example: in Davis where I live, I am allowed to keep six hens, but no cocks. So, that eliminates the possibility of breeding chickens in my back yard. However, the codes may be different where you live.
