Do hurricanes produce a lot of water for the areas that they hit?

They don’t “produce” any water, but they move it around a lot in the form of rain, storm surges, humidity, higher tides, etc. Whether that is “for” the areas they hit would be arguable; most would probably be happier if that excess water was not moved into their area.
