Yes they can, you can even extend their growing season by growing them inside during winter. As long as the herbs have adequate sun exposure from a sunny windowsill or even a light bulb, good drainage, and the appropriate care, your herbs should do good.The best type of inside herb would be one that does not grow too wide or tall. Herbs such as lavender, mint and basil are good choices.
